2026 Operational Referendum; Vote Nov. 3
The Green Bay Area Public School District (GBAPS) has built strong momentum in student growth, high‑quality programs, and safe, supportive schools. To continue that progress, GBAPS is asking residents to consider a four‑year, non‑recurring operational referendum on the November 3, 2026 ballot. This referendum has no new tax impact and maintains the current voter‑approved tax levy. It is designed to preserve the priorities families and community members said must be protected as the District manages budget pressures.
Student Growth
GBAPS is committed to ensuring every student graduates prepared for real‑world success. Academic achievement is at the center of that work. Students are expected to master essential skills, meet high standards, and graduate as confident, capable learners, which is at the core of our Portrait of a Graduate.
We also know that a high school diploma alone is no longer enough for many career paths. That’s why GBAPS offers opportunities for students to earn industry certifications, credentials, and college credits while still in high school. Whether students plan to enter the military, begin a career, or continue their education, these options give students a stronger start and help families save money.
Strong Programs
Educational programming has consistently been identified by families and community members as one of GBAPS’s greatest strengths. From fine arts and career technical education to the K‑12 International Baccalaureate pathway, STEM, gifted and talented services, and Bilingual programming, the District offers a wide range of proven opportunities that meet the needs of each learner.
Safe Schools
GBAPS understands that safe schools depend on more than secure buildings and emergency procedures. Safety also comes from students and staff feeling connected, supported, and known. Maintaining appropriate class sizes and support staff help students manage challenges, build healthy relationships, and stay focused on learning. GBAPS remains committed to meeting students’ social‑emotional and mental health needs in a practical, responsible way.
The District also maintains co‑curricular programs that give students positive outlets, connections with trusted adults, and a sense of pride in their school. These activities strengthen belonging and help keep students engaged.

The ballot question is as follows:
Shall the Green Bay Area Public School District, Brown County, Wisconsin be authorized to exceed the revenue limit specified in Section 121.91, Wisconsin Statutes, by $29,000,000 for the 2027-2028 school year, by $36,000,000 for the 2028-2029 school year, by $44,000,000 for the 2029-2030 school year, and by $49,000,000 for the 2030-2031 school year, for non-recurring purposes consisting of operational and maintenance expenses?
