Student Growth

The Green Bay Area Public School District is striving every day to improve the academic outcomes for all students. The District's Strategic Plan identifies several five-year goals (2030) to position the District to be a statewide leader. 

  • English Language Arts (ELA) performance (grades 3-11) will meet or exceed the annual State average as measures by State assessments: Forward Exam (grades 3-8), Pre-ACT (grades 9 and 10), ACT (grade 11).
  • Math performance (grades 3-11) will meet or exceed the annual State Average as measured by State assessments: Forward Exam (grades 3-8), Pre-ACT (grades 9 and 10), ACT (grade 11).
  • The District average ACT composite score will be 20 or higher. 
  • The District graduation rate will be 90% or higher. 
  • The percentage of students earning AP, IB, and/or dual credit will be 73% higher with a reduction in our greatest disproportionality by at least 50% from a 2024 baseline.
  • At least 45% of our students will earn an Industry credential upon graduation.

Leading the State in Industry Certifications

GBAPS leads the state in the number of students who are earning Industry certifications, which provide students workforce skills. GBAPS offers 42 industry-recognized credentials in courses and program.

Continued Growth in Students Earning College Credit

In 2024-25, 65% of graduates earned at least one college credit, and 51% of graduates earned at least 5 college credits.

Significant Growth in Workplace Experiences

Youth Apprenticeship Program through CESA 7 has grown from 15 students in 2021-22 to 379 students in 2025-26. 

Students earned $7.1 million over the past four years, and nearly $2.5M in 2025-26 alone.

Growth has occurred across a wide range of career pathways, including manufacturing, health science, construction, education, business, hospitality, transportation, technology, agriculture, and marketing.

Addressing Academic Gaps

GBAPS has been systematically working to address academic gaps for our students. Efforts have included:

  • Adopted the state required Act 20 literacy curriculum and provided extensive professional development for staff. 
  • Adopted new curriculum using one-time COVID relief funds to ensure the District has up-to-date curriculum to engage learners.
  • Implemented multi-year professional development to improve teacher practice.
  • Partnering with community organizations to provide additional supports in our schools: (not a complete list):

    • Oneida Reads
    • Yes!
    • United Way
    • Reading Corps
    • Big Brothers, Big Sisters
    • Boys and Girls Club
    • YMCA

Improving Instruction to Impact Outcomes

GBAPS has also developed an instructional-vision, which is an intentional effort to improve academic outcomes. Over the summer, UnboundEd presented GBAPS with its 2026 GLEAM Instruction Showcase Award, recognizing the District's sustained, system-wide commitment to grade-level, engaging, affirming, and meaningful (GLEAM) instruction. The honor celebrates a multi-year partnership between GBAPS and UnboundEd to build instructional coherence and lasting capacity across every grade level. To learn more view the video.
