Exchange Visitor Program: J-1 and F-1 Students
The Green Bay Area Public School District is proud to support international exchange programming as part of our commitment to fostering cultural appreciation, global citizenship, and meaningful educational experiences for both students and staff. By welcoming exchange students, we enrich our school communities with diverse perspectives and traditions, promote mutual understanding, and prepare our learners to thrive in an increasingly interconnected world.
To ensure a high-quality experience for all participants, the District accepts J-1 and F-1 exchange student applications only through organizations that are certified by the Council on Standards for International Educational Travel (CSIET). This ensures compliance with nationally recognized standards for safety, academic integrity, and program excellence.
Program Requirements
Visa Types and Tuition
- J-1 visa students are cultural exchange visitors and are not required to pay tuition.
- F-1 visa students are academic exchange visitors and are required to pay tuition at the established District rate.
- All exchange students (J-1 and F-1) are responsible for paying applicable school fees.
Graduation Eligibility
- F-1 visa students are eligible to earn a high school diploma.
- J-1 visa students participate in a cultural experience and may take part in graduation ceremonies only with school administrator approval, but do not receive a diploma.

Incomplete applications will not be processed. All required documents must be submitted by the appropriate deadline.
Deadlines:
- For first semester or full-year placement: Applications must be received by July 1.
- For second semester placement only: Applications must be received by November 1.
The number of exchange students the District can accommodate is limited. Applications from qualified applicants will be considered only as space allows, and early submission is encouraged.
Student Eligibility Requirements
Exchange students must meet the following criteria:
- Be at least 15 years of age, and no more than 18 years and 6 months old as of September 1 of the year of enrollment.
- Must not have completed more than 11 years of primary and secondary education (excluding kindergarten).
- Students who have graduated from their home country's school system are not eligible.
Required Application Documents
- A copy of the student’s passport
- Immunization records
- School transcripts
- Language assessment results, accepted as specified by the District.
- Host family information:
- The host family must reside within the attendance area of the school the student will attend.
- The host family must be the permanent placement for the student’s entire stay (not a temporary or "welcoming" host).
All application materials will be reviewed and shared with the appropriate school administrator. Final decisions regarding acceptance are made by the administrator and communicated by the Enrollment Specialist to the sponsoring organization and/or student representative.
