Gifted & Talented

The State of Wisconsin defines “gifted and talented pupils” as pupils enrolled in public schools who give evidence of high-performance capability in intellectual, creative, artistic, leadership, or specific academic areas and who need services or activities not ordinarily provided in a regular school program in order to fully develop such capabilities. (Wisconsin Statutes SS 118.35)

In 2017-18 the Green Bay Area Public School District redesigned its gifted and talented program to ensure that students in the program were representative of the District’s diverse population. To ensure equity, a screener assessment was adopted, which is administered to all second graders, although some students may take it in grades K-1 if requested by a school’s Learning Support Team.

The mission of the gifted and talented program is to meet the unique educational needs of our advanced learners. The Green Bay Area Public School District accepts the complex challenge of meeting these needs by providing continuous and systematic educational and support services that motivate and challenge our advanced learners. 


Multi-Level Systems of Support for Gifted and Talented Students

The District strives to provide a rigorous and barrier-free general educational experience for all students. For 80-90% of the students in the District, this can be achieved by differentiating instruction in the general education setting. In cases where students exhibit a greater need, an intervention system has been developed as a process for meeting these needs.

A comprehensive Personalized Learning Plan, formerly called a Differentiated Learning Plan (DLP), is developed for all students receiving services through the gifted and talented program. Students will have access to a variety of appropriate programming elements including, but not limited to, systematic and continuous instructional activities, specific district course offerings, independent study and postsecondary coursework.

  1. General Intellectual Ability (high level of overall ability)
  2. Specific Academic Ability (excels in reading or mathematics)
  3. Creativity (has original, varied, or unusual ideas and solutions)
  4. Leadership (demonstrates an unusual ability to relate to and motivate other people or to take charge)
  5. Artistic (Visual/Music) (intuitive sense of artistic or musical concepts)

Gifted & Talented Advisory Council

The District has convened a Gifted and Talented Advisory Council comprised of various stakeholders including but not limited to: students, parents, teachers, Gifted and Talented Resource Teachers, Board of Education members, and administrators.

The District’s Gifted and Talented Advisory Council meets throughout the year to review and make recommendations for the Gifted and Talented program to ensure exemplary practices for our students.  Members of this council are selected through invitation and volunteerism with a goal of representation from various groups and levels.  The inclusionary opportunity will allow for stakeholder voice in the continuous improvement of the District’s Gifted and Talented program.
