Seal of Biliteracy

The Green Bay Area Public School District (GBAPS) has been authorized by the Wisconsin Department of Public Instruction to implement the Wisconsin Seal of Biliteracy. GBAPS is one of only 14 Wisconsin school districts to offer the Seal of Biliteracy. The other 13 school districts are   Abbotsford, Arcadia, Beloit, DeForest, La Crosse, Madison, Menasha Joint, Middleton Cross Plains, Milwaukee Public Schools, Nicolet, Sheboygan Falls, Verona, and Waukesha.

The Wisconsin Seal of Biliteracy (SBL) is a state-approved student credential administered by a school district to recognize graduating high school students who have attained proficiency in English and one or more additional languages. 

To receive the credential, students must demonstrate language proficiency at or above Intermediate High level in at least two skill domains on the ACTFL proficiency scale in the receptive and productive as well as oral and literate categories in the partner language as measured by the AAPPL assessment. Students also need to demonstrate proficiency in the English language by scoring an 18 on the ACT in the English Language Arts component or scoring a level 6 in the ACCESS assessment during their middle school or high school years.

What is the Wisconsin Seal of Biliteracy?

The Wisconsin Seal of Biliteracy (SBL) is awarded to graduating high school students in school districts with a Department of Public Instruction-approved program, who have demonstrated advanced achievement in bilingualism, biliteracy, and sociocultural competence in two or more languages.

Is the Seal of Biliteracy just for English Learners?

No. The Seal is granted to any student who meets the criteria of demonstrating language proficiency at or above Intermediate High level on the ACTFL proficiency scale, and socio-cultural competence as it relates to English and a partner language. 

Does the Seal of Biliteracy equate to language fluency?

The Seal of Biliteracy promotes and validates bilingualism and biliteracy in English and another language. It can be awarded to native English speakers who have become fluent in a foreign language and to English language learners who are biliterate in their home language and in English.

What is the digital Seal of Biliteracy Certificates Endorsed by the State Superintendent?

A student who meets Wisconsin Seal of Biliteracy Program completion criteria is eligible for a Seal of Biliteracy certificate from the State Superintendent of Public Instruction. Coordinators, in schools with DPI-approved SBL programs, can generate a digital certificate for student distribution.
