Referendum 2024 Construction Updates
Chief Operations Officer Cale Pulczinski shared a presentation regarding the 2024 Referendum project progress with the Board of Education at the October 14, 2025, meeting. View the presentation here.
September 2025
Starr and Doty Elementary Updates
Construction continues at Starr Elementary School (pictured left). Walls on the west end of the campus are up with roofing being added, while the east end of the campus is being framed with steel beams.
At Doty Elementary School (pictured right), an addition and renovations are underway. The foundation for new walls has been poured and the new playground is nearly complete.

August 2025
Starr Elementary School Construction Update
Walls and roof lines taking shape at Starr Elementary School! The walls for the gym and geothermal mechanical space were put in place during the last week of July and into August.
July 2025
Starr Elementary School Construction Update
In July, Starr Elementary School could be seen from all over the west side, as a crane stood tall on the site. The foundation is going down, and walls are going up. One part of the campus is seeing framing and roofing. In addition, a logo for the school has been finalized and can be seen in the video below.
Chappell & Doty Elementary School Construction Update
Things look a little different at Chappell and Doty Elementary Schools. Both schools are beginning to see renovations to help with school consolidations thanks to the November 2024 Referendum!
Thank you again to our families and community for supporting the November 2024 Referendum. The passage of this referendum will make a significant difference in our ability to provide safe, renovated and efficient schools that provide engaging learning environments.

May 2025
Chappell Elementary Community Information Meeting
On May 1, 2025, staff, families and community members were invited to learn more the renovations to Chappell Elementary School, which will consolidate Chappell and Elmore Elementary Schools.

On April 29, 2025, staff, families and community members were invited to learn more the renovations to Doty Elementary School, which will consolidate Doty and Langlade Elementary Schools.

New West Side Elementary School
During the month of April, site preparation began for the new west side elementary school at the Kennedy Elementary site.
The Board of Education also voted to name the new west side elementary school, Starr Elementary School, named after Bart and Cherry Starr on April 28, 2025.

February 2025
New West Side Elementary School
On February 11, 2025, the Green Bay Area Public School District held a final design presentation for the community to share how staff and community input were incorporated into the new west side elementary school's design. The following changes were made to the design in response to staff, family and community feedback.
Parking/Street Congestion at the Beginning and End of School
- Additional parking was added in recognition of the additional number of staff at the school and to remove cars off the street during drop-off/pick-up
- The drive lane was widened to allow families during drop-off/pick-up to provide easy exit without having to wait for vehicles ahead of them.
Safety & Security
- The school is set on the property to take advantage of the increased grade at the corner which limits visibility into the school.
- Solar shades will be on the windows, so teachers can close them for additional privacy, if needed.
- Exterior and interior glass will be laminated safety glass, while not bulletproof, does slow down access to a space, allowing students/staff to exit the space.
- Office staff will have great visibility to the front exterior of the building.
Other changes made based on feedback:
- Restrooms were relocated based on staff feedback.
- Breakout spaces were relocated and redesigned to ensure they met staff/student needs.
- Community space has walls that can be opened, allowing that space to be used either as a separate space or opened up to allow for activities to flow in and out of the space with the foyer area and gym.
- Significant work to ensure all programming had adequate and flexible space.
- Focus on ensuring adequate and appropriate space for special education.

November 2024
Community Information Meetings
On November 20, 2024, staff, families and community members were invited to learn more the new west side elementary school, which will consolidate Kennedy/Keller and a portion of MacArthur.

On November 19, 2024, staff, families and community members were invited to learn more about the renovations and addition to Chappell Elementary School, as well as provide feedback.

On November 18, 2024, staff, families and community members were invited to learn more about the renovations and addition to Doty Elementary School, as well as provide feedback.

Phase I of Referendum Projects
On November 11, 2024, COO Cale Pulczinski shared with the Board of Education Phase I projects for the November 2024 referendum.
Phase I Projects (with anticipated completion for the 2026-27 school year):
- Chappell Elementary renovations/additions
- Doty Elementary renovations/additions
- New west side elementary school
- Washington Middle School secure entrance and restrooms renovations
