Announcement of Superintendent Finalist Candidate

At a Special Board meeting on March 2, 2020, the Board of Education moved to offer the position of superintendent of schools and learning to Stephen Murley. 

“The Board was fortunate to have two very qualified individuals from which to choose,” stated Board Trustee Eric Vanden Heuvel, who led the superintendent search on behalf of the Board of Education. “The Board very much appreciates all of the feedback we received from staff, parents and community members. The decision to offer the position of superintendent to Stephen Murley was due to his breadth of experience serving as a superintendent, successfully leading the Iowa City Community School District through significant challenges, which are very similar to the work currently underway in the Green Bay Area Public School District.”

Murley has served as superintendent of the Iowa City Community School District for the last ten years, and as a superintendent for the Wausau School District for five years previously. Murley’s skills and experience aligned very closely to the Leadership Profile, which was created through listening sessions with District staff, parents and community members. In addition, his experience demonstrates his strengths in working with an elected school board, managing the day-to-day operations of an urban school district, balancing budgets and implementing a weighted resource model to ensure equity, strategically addressing facility use and transportation challenges, engaging community voice with respect to district initiatives, working with legislators, implementing a systems approach to closing achievement gaps, and providing the professional development needed to grow staff capacity to improve outcomes for diverse students.  

Murley has served as a teacher, coach, athletic department administrator, building administrator, director of human resources and employee relations, and superintendent. His full resume is available below.

The new superintendent will begin in the District on July 1, 2020.

Meet the Finalists

The Board of Education has selected two finalists for the superintendent of schools and learning. They are: 

  • Stephen Murley, who currently serves as the Superintendent of Schools for the Iowa City Community School District, and has previously served as the Superintendent of Schools for the Wausau School District. Please see resume for more details
  • Sonia Stewart, Ed.D., who currently serves as the Executive Officer of Organizational Development for Metro Nashville Public Schools. Please see resume for more details

Each finalist will have a "Day in the District," which will be scheduled on February 19 and 20. District staff, parents and community members are invited to meet the finalists.

The Board of Education has retained Hazard Young Attea & Associates to conduct the superintendent search, which was a result of Superintendent Langenfeld's announcement that she would be retiring at the end of the 2019-20 school year. 



Leadership Profile

At the December 2, 2019, Board of Education meeting, Hazard, Young, Attea & Associates (HYA) presented the Leadership Profile for the new superintendent based on feedback from surveys and focus groups that were conducted during the month of November. 

The top-rated leadership profile characteristics that were identified by stakeholders are:

  • Foster a positive, professional climate of mutual trust and respect among faculty, staff, and administrators
  • Recruit, employ and retain effective personnel throughout the District and its schools
  • Understand and be sensitive to the needs of a diverse student population
  • Establish a culture of high expectations for all students and personnel
  • Provide transparent communication
