The Green Bay Area Public School District’s (GBAPS) Board of Education is seeking feedback from residents of the District’s attendance area regarding a potential facilities referendum in April 2024. The purpose of the referendum is to address school improvements that support student learning; consolidate aging, under-capacity schools to reduce operating costs; and improve safety and security.
Background Information
For the past two years, GBAPS has been working through a facility master planning process with the goal of addressing aging facilities, declining enrollment and projected budget deficits. The Board of Education passed three resolutions on June 5, 2023, which were a result of the Board taking under advisement the recommendations of the Facilities Task Force and community feedback to those recommendations.
To-date, the Board of Education has voted to direct the District to:
- Consolidate Wequiock Elementary School (4K-5) with Red Smith School (4K-8) for the 2024-25 school year. Currently, Wequiock students feed into Red Smith School for grades 6-8.
- Consolidate Tank Elementary School (K-5) with Lincoln Elementary School (4K-5) for the 2024-25 school year.
- Consolidate Keller Elementary School (K-5) with Kennedy Elementary School (4K-5) for the 2024-25 school year.
These decisions will save $2.4 million in annual operating expenses, reduce future facility maintenance costs by $9.8 million, and reduce over capacity (unfilled seats) by 559.
Through the Facilities Master Plan project, the Board's goal has been to make sure that all of our students attend safe schools with appropriate learning spaces. To accomplish that, the District will need voter support to borrow money to improve several facilities across the District.
