Intra-District Transfer

Intra-District transfer provides the opportunity for students to attend a Green Bay Area Public school outside of their attendance area boundary. Intra-District transfer approval is not guaranteed, but is based on space availability at the preferred school, grade and program. Your student must meet any prerequisites for participation in the preferred program or school. As a reminder, transportation is not provided for students to intra-district transfer to another school. Parents are responsible for transportation.

Who may participate in Intra District Transfer?
Green Bay Area Public School District residents or non-resident students approved to GBAPS through open enrollment.

If one or more children from the same family are already approved to the non-attendance area school, are the student’s siblings automatically entitled to attend the non-attendance area school?
No, siblings of currently attending students are granted preference, however, they are not guaranteed approval and must apply. 

Who are siblings? 
Siblings are children who share one parent by birth, marriage or adoption. Siblings are entitled to preference whether or not they reside in the same household. Siblings also include step-siblings who reside in the same household. It does not include other children who reside in the same household such as cousins, uncles, aunts, foster children or children unrelated by birth, adoption or marriage.

Are Intra District Transfer requests processed in the order received? 
No, requests are not processed in the order received. Chances of approval are not dependent on when during an application period the form was submitted; however, requests received in Period 1 are considered before requests received in Period 2 or 3 and requests received in Period 2 are considered before those received in Period 3.

If there are more applications than spaces, how are students selected?  
If there are more applications than spaces for a particular school, grade or program, preference will be granted to applicants with currently attending siblings and to GBAPS residents. If there are more preference students than there are spaces, the district will select among the preference students randomly. If there are still spaces after approving all preference students, the district will select the remaining students randomly.

What are the reasons an application may be denied?
Applications can be denied due to no space availability in the non-attendance area school, grade or program. Applications can also be denied if the student does not meet the requirements for the preferred program.

Must a student apply for Intra District Transfer every year or at transition years (KG, 6th, 9th)?
No, approval is to the highest grade level and to the approved school’s feeders schools, unless indicated otherwise.

Specialty schools such as Aldo Leopold Community School, Katherine Johnson Academy for Enriched Learning, Leonardo da Vinci School for Gifted Learners do not have a feeder high school. Your student will be enrolled in their attendance area high school for 9th grade. If you are a non-resident student, you should submit an Intra District Transfer for your preferred GBAPS high school. 

I was placed on a waitlist for the current school year. Do I need to apply for the future school year?
Yes, waitlists do not carry from year to year.

How will an applicant find out if the application is approved or denied? 
Decision notices are sent by email to the address provided on the application. Decision notices will indicate approved, denied or waitlisted status.

Can my Intra District Transfer approval be revoked?
Yes. If an Intra-District Transfer student becomes habitually truant, the District may prohibit the student from attending the nonattendance area school in the succeeding term or school year. Intra-district transfer students may have their transfer revoked through the formal disciplinary process for violations of Board of Education policy or the student Code of Conduct. 

I am new to the district. Do I need to submit online registration in addition to the Intra District Transfer request?
Yes, if you are a GBAPS resident and your student is new to the district, you must complete online registration at gbaps/registration.

Will transportation be provided to the non-attendance area school?
No, parents/guardians are responsible for transportation to and from school for students on Intra District Transfer. 

Who may sign the application form? 
The online application must be submitted by the student’s parent or guardian. Students who are 18 years or older may submit their own application or sign their own paper application.

2024-25 Intra District Transfer Application Periods

Priority Period:  January 2nd, 2024 opened at 8:00 am - January 31st, 2024 closed at 4:00 pm 

Applications submitted during this window will be considered prior to those submitted through Open Enrollment (requests from outside the GBAPS District). 

Notification of acceptance, denial or waitlist placement will be emailed by March 29, 2024.


2nd Period:  February 5th, 2024 opened at 8:00 am - April 30th, 2024 closes at 4:00 pm

Applications submitted during this window will be considered at the same time as applications submitted through regular Open Enrollment application period.

Notification of acceptance, denial or waitlist placement will be emailed by June 7, 2024. 


3rd Period:  May 1st, 2024 opens at 8:00 am - July 15th, 2024 closes at 4:00 pm


Applications submitted during this window will be considered after applications submitted in Periods 1 and 2.

Final notification of acceptance or denial for this period and previous periods will be emailed by August 15, 2024.
