Referendum thank you

- On behalf of the Board of Education and District administration, we wish to extend our sincere appreciation to our families and community for supporting the November 8th referendum. The passage of this referendum will make a significant difference in our ability to provide safe and healthy schools, where students can learn, play and compete. 


We are grateful for the strong support, with 69% voting yes for the referendum. It is our plan to begin immediately in obtaining bids and contracting with vendors in order to start many of the projects by late spring/summer.

The Green Bay Area Public School District’s Board of Education voted on July 25, 2022, to approve placing before the voters on Tuesday, November 8, 2022 the following referendum question:

BE IT RESOLVED by the School Board of the Green Bay Area Public School District, Brown County, Wisconsin that there shall be issued pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds in an amount not to exceed $92,605,000 for the public purpose of paying the cost of a school facility improvement project consisting of: district-wide safety, security, building infrastructure and capital maintenance improvements; renovations and facility updates to secondary schools; construction of an addition at certain district buildings; districtwide athletic facility and site improvements; and acquisition of furnishings, fixtures and equipment.

Lower Mill Rate Even if Referendum Passes

The District has paid off the 2017 referendum, allowing the District to borrow, without increasing the mill rate. In fact, the District will be able to borrow $92.6 million AND lower the mill rate to $8.24, the lowest mill rate since 1984. The current mill rate is $9.03.

The proposed referendum projects include:

District-wide Delayed Facilities Projects, Energy Efficiency & Student and Community Safety - $43.4 million

  • Energy efficiency/conservation - LED lighting, window replacement (Edison and Sullivan full replacement with exception of new additions), HVAC upgrades (systems are at end of life cycle at Sullivan and Howe, Lombardi chiller)
  • Renewable energy (solar array to provide power at Lombardi/King)
  • Furniture
  • Ceiling tile and flooring replacement
  • Emergency generators
  • Roof replacement (East, Southwest, Franklin, Washington and West)
  • Bike & Walk Safety Plan signage
  • Expansion of the food production center and warehouse
  • Secondary School Upgrades - $48 million

    East High School
    • locker room upgrades
    • stormwater replacement
    • tennis court resurfacing
    • concessions and outdoor restrooms expansion
    • bleacher replacement
    • weight room improvements
    • fire alarm system replacement
    • auditorium upgrades (address balcony and new stage curtains)
    Preble High School
    • auditorium renovation including new seating and improved acoustics
    • commons expansion
    • addition of 8 classrooms
    • stadium improvements including artificial turf, track, concessions, restrooms and storage buildings
    • asphalt replacement of main parking lot
    • weight room improvements
    Southwest High School
    • physical education and athletic locker rooms renovations
    • tennis courts resurfacing
    • new gym floor and bleachers
    • artificial turf to baseball field addition
    • stadium asphalt replacement
    • auditorium sound system replacement 
    • weight room improvements
    West High School
    • stadium improvements including press box, artificial turf, track, lights and buildings
    • weight room addition, new bleachers, air conditioning, video scoreboard and ceiling fans in large gym
    • paint small gym
    • locker room renovations
    •  renovation of auditorium, including new seats (plan is to preserve historic look)

    Edison Middle School

    • auditorium renovations including seating, carpet and sound system
    • repave track and long jump

    Franklin Middle School

    • auditorium upgrades
    • new bleachers and sound system upgrade in large gym
    • volleyball court addition to small gym

    Lombardi Middle School

    • Family and Consumer Science lab upgrades (cabinetry and appliances)
    • new batting cages
    • paint gym

    Washington Middle School

    • orchestra room improvements

    Red Smith School

    • replacement of cooler and freezer
    John Dewey Academy of Learning
    • Upgrade HVAC system

    Playground Improvements - $1.2 million

  • playground replacement (includes rubberized surface) at Aldo, Baird, Jackson and Kennedy
  • asphalt replacement at Red Smith
  • Americans with Disabilities Act (ADA) playground equipment at Danz and Sullivan (city parks)

    The District is requesting money to replace several older playgrounds and replace with new playgrounds that are ADA compliant.
